STATEMENT - APRIL 5, 2023
The Alderman Election for Ward 2 is over, the votes are in, and Tom Oldenburg has won.
Today, I reached out and congratulated him, wishing him the best.
Now I want to tell everyone who supported me, gave it their all, donated in SO many different ways, how truly blessed I am to call you my friend. I saw throughout this journey that in our community, we built a coalition, wanting to make our ward a better place to live for EVERYBODY.
I just wanted to let you know too, I will always be out here trying to help and make a difference. We are at a time, we all need to come together to make our Ward and City a better, safer and thriving place to live and work. Again, thanks from the bottom of my heart and God Bless!

THANK YOU NEW WARD 2 VOTERS! I feel so fortunate to move on to the next round of this battle to take back our city,
and I ask for your support in winning the general election on April 4. There’s a lot of work to do and it will take all of us.
Vote for me, Phil Menendez, on April 4th if you want an Alderman who will work FULL-TIME getting the job done.
My main goal would be first and foremost to return your calls and/or emails. To work for our ward FULL TIME and try my best to get things done, if not, find out why. I hear some of your complaints already.
Problems with leaf pick up, damaged dumpsters, bulk items being dropped off by others and leaving, owners of rentals letting their properties become nuisance problems just to name of few. These don’t seem too outrageous for someone who cares about their communities.
Second, I believe our ward needs to be safe. I will keep you updated on what is going on crime wise. Why is it no one has a problem letting us know how many homicides/violent crimes happens in north St. Louis, however, can’t let us know in our ward the same things that happen here. We pay some of the highest property tax in the city, shouldn’t we know how many police we have patrolling our neighborhoods, shouldn’t we see them more? These are questions that are for our leaders downtown, are they being asked?
I will ask them for you.
And finally with some success from my first two goals, will make my third goal easier to do. I will work tirelessly to keep residents and small businesses in our ward. From what I’m hearing from you guys, is that you feel like your leadership isn’t listening to you, communicating with you, maybe feel as if you’re not part of the current ward and that you and your property don’t feel safe. I would like to change that mindset, where everyone stays, not only the residents and businesses we
have now, but to grow our ward. Our ward grows and becomes
successful, our city grows and becomes successful. These are some goals that I will fight for you FULL TIME in city hall as your alderman.

Phill, Michael, Nicolas and Karen.
A kid could not ask for better coaches/role models, than ours here. We also had great teammates, which most of us became life long friends. To the original OLS, (Our Lady of Sorrows) truly was the best. Thanks to our coaches my dad, John, in yellow shirt, Mr. Robison, Mr. Huddleston and Mr. Ronhausen. 1978
About Phill:
I’m running to be your FULL TIME Alderman in Ward 2.
Thanks for taking this time to let me introduce myself.
I am 50 years old. I was born and raised in this ward and still live here today. I went to grade school at Our Lady of Sorrows (OLS) and graduated high school at Bishop Dubourg.
Knowing I wanted to be a St. Louis City police officer, immediately following my graduation from high school, I was hired on as a 911 police dispatcher. I remained there until I turned 20 ½ yrs old, then went into the police academy. I spent 23 years as a police officer. During this time, I was injured on the job, that later forced me to have to leave. I was assigned to patrolman, detective then promoted to sergeant where I spent my last five years.
I currently own a successful construction company, named
“La Casa Developers”. I do a large amount of my jobs here in our ward.
I was the president of the first PTO at Gateway Science Academy. I coached baseball and soccer in the Police Athletic League (PAL), getting many of our kids in our ward and the surrounding wards involved.
I have two boys, Nicolas and Michael, who both went to St. Raphael’s and later, one graduated from St. Mary’s High School and the other from Vianney High School. Both are now serving in the US Army in the 82nd Airborne Division.
I attended night school when I was a police officer and received an associate degree for Criminal Justice from Forest Park Community College and a bachelor’s degree for Business Administration from National Louis University.
As a police officer I worked pretty much every neighborhood across our great city. I not only protected these neighborhoods, but helped them on so many other levels. I provided them with services they needed to help their community get better. They had no other way to reach out to get things done, so they depended on either our 911 system or the actual officer who worked the beat in their neighborhoods.
I was the one going to the neighborhood meetings, on and off duty, answering phone calls, emails and even my pager, to listen to their concerns. I was the one taking care of the bulk trash in their alleys, damaged trash dumpsters, wires down, derelict/abandoned cars, abandon/dangerous buildings, helped their children who had problems with schools, helped with making parks better so they have a place to play instead of the streets, their social worker, the ones they called for
stray animals, the homeless, the list is endless, but I was there helping, sharing my resources.
I know it’s my responsibility to listen to my community, to be their voice at City Hall. I can listen to everyone without bias, to hear your concerns and try and help solve the problems. I know some of the smallest concerns can be the biggest to some, while some believe the biggest problems might not be our concerns. However, I feel if you have enough concern to come forward and to say something, then it deems to be important. I know I can bring so many different levels in expertise to our ward, from my life experiences, to help make your voices heard at City Hall and get problems solved.
I know what it is like to work for you, my constituents, I have already been doing this for 23 years.
Therefore I would love to have your vote, to be your FULL TIME Alderman, on March 7th, 2023 and also on April 4, 2023.
